Blades cause buffeting as the fan blades chop the airflow. If there is no blade, there will be no buffeting.
The Dyson Air Multiplier fan works differently. An annular jet accelerates the surrounding air and amplifies it fifteen times. There are no blades to chop the air so the airflow is smooth. And people can definitely cool without the unpleasant buffeting.
Another great advantage of the design is that without the blades, it is much easier for the user to actually clean the device.
